feature: Multiple datasets in the repo should be managed with Meta.tag

Describe the Feature Request
The user should be able to create a new dataset or update resources in a particular dataset. That is, a resource can exist multiple times in the repository with different tags (belonging to different dataset). In this case, resource IDs should be generated taking into account the tag names.
