Switch Pulp hostname to packages.redhat.com

We are currently using
https://console.redhat.com/api/pulp-content/public-copr/

the Pulp team asks us to switch to
https://packages.redhat.com/api/pulp-content/public-copr/

There is no rush, the old URL should work for a while.
