New submit UI component for RPM/OBS builds

As part of GSOC 2025 we are investigating ways to incorporate logdetective model within the openSUSE workflows.

The aim of this issue is to create a web ui tab similar to the copr/koji etc for pasting rpm builds directly from OBS.
OBS has a public endpoint that we can use to directly query the log.

To get the build log from an openSUSE package we will need the following data:

• project (could default/placeholder to openSUSE:Factory)
• repository (could default/placeholder to standard)
• architecture (could default/placeholder to x86_64)
• package

With these four fields the build log can be found at:
https://build.opensuse.org/public/build/PROJECT/REPO/ARCH/PACKAGE/_log
