Upgrade wasmtime #2106

It has been a few releases since we last upgrade wasmtime. We should do it now:

We need to review the wasmtime changelog.
We need to upgrade wasmtime master, updating the engine config at the same time.
We'll likely need to upgrade the rust compiler version at the same time.
Then we need to backport this update to the v2 and v3 branches.
