🐛 [firestore-bigquery-changetracker] Migrate to latest changetracker

The latest version of the changetracker handles partitions in a much more organised way, clearing a bunch of confusion up.

Fixing this will also resolve transitive dependency vulnerabilities in the bigquery extension.
