Bump qs and lerna

Removes [qs](https://github.com/ljharb/qs). It's no longer used after updating ancestor dependency [lerna](https://github.com/lerna/lerna/tree/HEAD/packages/lerna). These dependencies need to be updated together.

Updates `lerna` from 3.22.1 to 9.0.3
