Loading Windows CertStore on input plugins #11115

Is your feature request related to a problem? Please describe.
#11009 supports to load certificates from Windows CertStore on output plugins.
This type of functionality should be supported on input plugins.
This work is not implemented for now.

Loading certificates from Windows CertStore even if input plugins.
Describe alternatives you've considered
Just exporting certificates from Windows CertStore with pem or other types of text formats.
Additional context
This is not a parity feature of Fluentd's loading Windows CertStore but it would be good to have.
