dws: stop growth of workflow cache #389
Description
On LC systems I have observed that coral2_dws's cache of active workflows can grow to a very large size, and does not seem to remove old deleted workflows. This is not a problem in local testing, where the tests validate that workflows are removed from the cache as they are deleted. A new algorithm may be needed for removing workflows.
