How to spawn terminal when executing command inside cmdline?

I'd like to spawn terminal when executing command inside cmdline, especially for filter, is it possible? how to do it if possible?

It would be similar to executing this

  vim.cmd("below 10split")
  vim.cmd("term {{ what ever input form cmdline }}")
