defer calling the js lifter when scaffolding and let the project scaffolder handle it

this means returning results from the js scaffolder and expecting those to be passed to the js lifter by the project scaffolder. likely results in namespacing some details that didnt need to be before, such as results.javascriptDependencies rather than results.dependencies
