At the moment gcaff sends signed email-less uids (including photo uids) to all email addresses on the key. Instead:

  • Send signed email-less uid to the primary uid
  • If the primary uid does not have an email address or if there is no primary uid, send to the first email address on the key
  • If there is no email address on the key, refuse to sign (with explanation)
