`make staging` requires extra steps due to Tails packaging stages

Description

make staging sets up a libvirt-based environment with app and mon VMs, created and provisioned via molecule and an ansible staging playbook. It currently breaks unless the securedrop-admin utility is installed on the host machine, as it's needed for creating ed25519 keys for tor auth services. It also needs config data (pubkeys) copied to the new location for securedrop-admin to complete.

We should likely update make staging to include the same pre-run steps as the CI staging job, to build and install securedrop-admin and set up config info - unless we can find a cleaner way.
