Now that the SecureDrop CoC has been merged (freedomofpress/securedrop#3645) we should add a Code of Conduct to this repository as well. Since this project doesn't have the same level of community involvement as SecureDrop, this CoC can more explicitly refer to Freedom of the Press Foundation for enforcement purposes, but I suggest we use the same base language as the SecureDrop code for maintainability.
