Describe the Issue
Specifications should have a section called "Normative References" referencing standards they build on. For Data Package this would be:

In addition URL and POSIX Path need references. For the latter https://pubs.opengroup.org/onlinepubs/9799919799/ seems the right document but this is pretty heavy, so we may better add our own definition of "POSIX path" and reference POSIX an non-normative. A POSX file name can contain any byte, except slash or NULL.
