On the FAQ page subheading: https://reuse.software/faq/#bill-of-materials:

Install the reuse tool and run reuse spdx -o reuse.spdx in the project root to create an SPDX document.

The contained link https://spdx.dev/spdx-specification-21-web-version give a 404.

My guess is that this should now instead point to the overview page for specifications in various formats here:

My apologies, it looks like a similar fix has already been submitted via:

• FAQ: Fix dead link to old SPDX spec. #103

But as yet unpublished. Although linking to a specific version ages less well.
