Ideas for more uses of notifications

I started a little question in the admins group for what notifications could be used:

• All long running tasks like history/invocations exports, maybe everything running via celery?
• Finished Jobs / workflows might also use the notification framework instead of a separate email notification system
  • Are there other events using email that could be converted
• If Interactive Tool waiting for user
• If the user’s quota is >80% full
• If the job concurrency was hit?

Things I guess are less likely possible / feasible (given time constraints):

• If password about to expire (not sure if this exists on Galaxy servers)
• If a suspicious login happened
• If it’s the user’s birthday (not sure that info is even available in Galaxy))
