This is not how it works, the load command loads a gama model into gama headless server. The model can have code to load or not an SHP file. You can also dynamically execute code on a loaded model with the expression command, that could be used to load an SHP file into a variable

GAMA headless is just a way to run models. So all you have to do is to create your GAMA model with the IDE, import your shapefile and other necessary files for your project, then you can simply execute your graphical model (working on the IDE) with GAMA headless.
