Refactor installation of fabric manager

What would you like to be added:
I want to provide nvidia drivers for Garden Linux also for arm64 machines.

There might be a way to add support, we need to check if we can build the fabric manager from source for arm64 architecture (legally and technically).

Why is this needed:
Currently, we hardcode package version and location (see here) and download package for debian12, for this approach only amd64 packages for the fabric manager exist
