So, it can be private, only seen to some, but not everyone, or it can be open to everyone, correct?

that depends on the server, you'd require permissions to run !userinfo or !inf search to be able to see them

userinfo can be made public but isn't by default, so it would be up to the server to determine what they wana allow or not
