New tab behaviour #1438

Description

I would like to request an enhancement / consistency check on how links are opened when browsing a metadata sheet in the datahub.

Depending on the section of a sheet, links either open in a new browser window/tab or in the same tab. For example, a new tab always seems to open when clicking into the Associated content section (parent–child relationships between records) or when clicking suggestions in the Explore catalogue section.

Motivation

This behavior is counterintuitive. As a result, navigation within the same catalog leads to multiple new tabs, which is confusing for end-users + breaks the usability of the header "back" button (goes back to the datahub home page instead of going back to the previous record).

Expected behaviour ?

New tab should not be opened when navigation does not leave the datahub URL. A new tab may be opened when visiting an external link, such as those in the Resources and links section.
W3C has some more restrictive guidelines about this.
