How to use/implement the simple validator?

Description

In ticket #390 we raised the question what the simple validator is currently doing. We need to clarify this and maybe update the implementation/documenation.

The idea was: There can be more then one suffixes for given mimetype (e.g. geotiff, tiff; geojson, json, gml, xml;, ...) so we try to compare the file suffix with expected once.

But it's rather primitive and not sure, how reliable. If there is more rebust way, how to check "at least the mimetype", I would welcome it
