peerscanner: disable cloudfront

This release temporarily disables cloudfront support in peerscanner, since we weren't using it, it was causing test errors, and possibly higher resource usage.

Note that this binary doesn't correspond to this commit. This is a last-known-good version (corresponding to release 0.0.17, I think) while we debug excessive CPU usage in the current version.
