Nested projects filter behaviour

Not sure if this is expected behavior or a bug. In my huge-ass file, I see some (deeply) nested projects aren’t visible in the filter menu, and I can’t figure out why.

For example, in my junk file, projects that are nested super deep still show up:

But in the big project file, there’s a great deal missing (it goes from Scene II to Scene III in the filter, missing projects are circled).

At first, I thought it was because there are just notes inside these projects (no tasks), but that doesn’t seem to be the case for the junk file.

Just thought of this: is it possible the nested projects are missing because they all have the same names? Every Scene in my file has a set of identical sub-projects. They show up in Scene I, but not after.
