Describe the bug
When you press Alt+Tab or click on an application’s icon in the taskbar, Windows (or other desktop environments) is supposed to bring the main window of that application into focus, letting you switch between programs quickly.
However, in this case, if the application has a popup window open (for example: a dialog box, settings window, file picker, or confirmation prompt), that popup takes priority and blocks focus switching between applications.

Open any application (e.g., Notepad, Word, or a browser).

Trigger a popup window inside that app.
- Example: In Edge, click ... → Downloads → the download window appears.

Without closing the popup, switch workspaces:

Now try to switch to edge:
- Press Alt+Tab to edge, or
- Click edge's icon from the taskbar.

Notice that you cannot switch to the app’s main window until the popup is closed or resolved.

You can only switch with change workspace keybindings.
