Upgrading gosnowflake to v1.13.3

I am experiencing the same phenomenon with this link Issue in my project.
snowflakedb/gosnowflake#1321
Currently our project is using version 1.24.2 of golang.
However, according to this Issue, gosnowflake 1.6.16 is not supported. Therefore, we need to ask you to update it
