[Code health] Update to AGP 9 #3475
Description
- Update AGP version in project-level build configuration
- Upgrade Gradle wrapper to a compatible version (Gradle 9.x)
- Fix or refactor deprecated APIs, plugins, or configurations introduced by AGP 9
- Verify R8 / resource shrinking behavior in release builds
- Run full build and test suite to confirm no regressions
- Validate APK/AAB generation and Play Store compatibility
