Updated validations.py python script.
Fixed the behavior of validate_user function in validations.py

Fixes #35081

  • Tests pass
  • Appropriate changes to README are included in PR

I have carried out various checks of the new regular expression, in the regex101 web tool, using various possible uses. All the results have been correct.
