It seems like the docs/rules/layers/table-c4b-layer-description.csv file should be split into three separate tables.

What would be the desired partitioning scheme with respect to the table columns?

@pkatarzynski - The split should be between sets of rows. The first break seems to be between 25th and 27th rows.
