Expected Behavior

It is easy to maintain a list of resources to things like presentations related to SkyWater PDK and related projects.

Actual Behavior

Currently adding talks requires updating a rst file manually (after #188 is merged).

Proposed Behavior

There is a Google spreadsheet which has a table of information of the various resources.

A python script takes this table of information and renders it into a resources page (maybe via rst).

This would make it easy to have sections both "OpenROAD" and "Conference" sections. The OpenROAD section lists all the talks about OpenROAD no matter where they were given and the Conference section lists the talks group by conference.
