Allow account deactivation/deletion

We should make sure people can delete their accounts if there have been no contributions. Otherwise, I'm not sure how to approach this best as accounts might have data dependencies. For this reason, it's not possible to delete accounts from the admin UI either if an account has an existing/approved proposal.

Adding this to this milestone for now but this can likely be moved out, too.
