README Quickstart should link to toolbox server setup required

The Quickstart in the README should link to a Toolbox server "Quickstart" for the server piece of the weather tools. (if it exists)

Otherwise it is not really a quickstart if it can not be run...

@twishabansal Since you worked on the local quickstart, let me know if you think we could link that here in a way that connects the content of the README seamlessly with what we have in the Quickstart? 🙂

For now I've added the working e2e quickstart links to the relative sections. Let me know if that looks good.
