how to auto allow advanced permissiom?

like “display over other apps” or “ MANAGE_EXTERNAL_STORAGE” permission.

My guess is that it's not possible unless it's declared "dangerous".

I also tested it with a similar command, and when I included MANAGE_EXTERNAL_STORAGE, the promotion was skipped.
