Revisit the NodeJs version bump once building with Gradle 7.6

Gradle 7.6 comes with Kotlin 1.7.10.

Revisit the NodeJs version bump done in gradlebuild.internal.kotlin-js.gradle.kts to support building Gradle on Apple Silicon as the default version should now support Apple Silicon.
