Keep firing for value not implementing by provisioning

I try to use "Keep firing for" in alerts  in grafana 12.0.0 by statically provision alerting. 
But after update alert rule nothing changes. The value still is "0s". I tried 1m and 1h but the result is the same.

I use grafana chart version: 9.0.0. Alerts provisioned like yaml files through values.yaml file.
