Potentially move any custom compactor logic over to grafana/mimir

Proposal

With prometheus/prometheus#14113 and prometheus/prometheus#14143 in place, we can potentially move any custom compactor logic from here to the mimir repo. I haven't dug into the code myself to identify what all can be ported.
