Idea: Have series and chunks limit on query in addition to tenant #12161

What is the problem you are trying to solve?
Currently all series and chunks limit are applied on tenant level (max_fetched_chunks_per_query, max_series_chunks_per_query)
Which solution do you envision (roughly)?
Apply series and chunks limit at query level which can be beneficial for cancelling expensive multi-tenant queries .
