How to add Global UI Element

I’m wondering if it’s possible to add a UI element that persists across all pages, specifically a chat bot. And if so, how???

I’ve been able to inject a chat in through a Panel App, but this requires the page containing the panel to be loaded first, which isn’t adequate.

I’ve also experimented with UI Extensions to inject a component into pages, but none of the documented extension points seem to support what I’m trying to do.

Any help would be much appreciated!
