Remove custom TextEncoder + TextDecoder from jest-setup #2364
Description
JSDom now provides TextEncoder and TextDecoder as of 27.4.0: https://github.com/jsdom/jsdom/releases/tag/27.4.0
So, I believe they no longer need to be manually provided in https://github.com/grafana/plugin-tools/blob/main/packages/create-plugin/templates/common/.config/jest-setup.js
