Dependencies for a database should be moved to a separate RPM so that installers can choose between different DB installations, e.g. mysql, pgsql, etc.  DB packages could provide the same id, like openstack-db.  However, since the DB can be located on a separate system, having a dependency on it from several of the service RPMs seems unnecessary.
