Create a basic plotting package #4

All platforms and frameworks need a "killer app".
I think the "killer app" for this framework has to be the ability to easily plot any quantity from the netcdf file. This will be vital for new users to help them buy into this system.
Therefore, I think we need to create a basic_plot package that is very lightweight and uses standard tools to achieve this. I really think doesn't need more than 200 lines of code (based on my own experience of writing this exact thing for CodeRunner).
