Update Commands to Support Interaction Contexts

Discord introduced user-installed contexts as separate from guild contexts. Bloopyboi will need some changes to support being aware of installation context.

• DM specific tweaks
• Commands can configure compatible contexts
• May need to have separate intents declared when opening a session.
