Pull Request Overview
This PR adds a draft release notes document for Habitat 2.0. The document serves as a collaborative workspace for the team to prepare the official release announcement before publication.

A couple things to consider adding to the Hab release notes (realizing it is a monorepo for multiple applications):
- Always include a date stamp for the release - even if TBD, this is helpful to know looking backwards when we released a given version
- Indicate sections for the different products (Ankur's comment) included in the release and version bumps of major Chef dependencies internally
"This release updates:
- Habitat Studio and command-line
- Habitat Supervisor
(but no update for Habitat Builder)
The major internal components for Habitat Supervisor are updated to:
- Minio version 2.03
- postgresQL 11.9
- NGINX...
- etc"
- Indicate download instructions (unless this is assumed from other docs), as in "Habitat Superv can be downloaded per docs.chef.io/foo/download"
- If there are specific CVEs fixed, inidcate with "upgraded XYZ to v1.2.3 fixing CVE-2024-1456 (with link)" similar to https://docs.chef.io/release_notes_automate/#4.13.168
