Overview

External links to specific guides require the publisher
example: Clearing Your Adult Criminal Record in California: A Step-by-Step Guide (publisher: Los Angeles County Neighborhood Legal Services)

This doesn't apply to places we link to Hack for LA or Civic Tech Structure (because the name of the link is the publisher).

We decided to utilize the tooltip in Material UI to accomplish this.
