Allow dev server to run on internal load balancers

At the moment the dev-server module wants to spin up an external load balancer and then use an IP address limitation. It would be better for most deployments to mark it instead as an internal load balancer. Is it possible to expose it via a variable?

For the time being we copied the module and modified it, but it would be nice if it natively supported this.
