[Feature Removal] AWS Systems Manager - Incident Manager (End of Support)

Description

AWS has announced that AWS Systems Manager - Incident Manager is moving to a Maintenance lifecycle, with new customers no longer having access starting November 7, 2025. Existing customers can continue to use the feature while exploring alternative solutions.

Action Required: Remove the affected resources/data sources in a future major version of the provider once the end of support date has been reached.
