Steps to Reproduce
- open a new vscode window
- open any text file
- observe unwanted notifications

Expected Behavior
if, and only if, the extension determines with reasonable confidence that the current workspace is a terraform project, should this extension notify the user.
Actual Behavior
the extension constantly complains that i'm not currently working on a terraform project.

software that notifies me that i don't have docker running makes me want to yeet docker forever.
other than that, thanks for taking your time to look into the issue.
Workarounds
ignoreSingleFileWarning
helps, but there isn't a way to suppress the "docker not running" notification.- hide all notifications from extension
