Additional schema checking needed

[VisLab]

These additions need to be added in the schema validator:

• Duplicate labels in the non-tag files don't seem to be checked.
• Annotation prefixes used in the schema tags need to appear in the Prefixes table
• ExternalAnnotationsFile needs to have valid accessible iri's for the ontology
