CLI: add apple silicon (arm64) binary #1120
Description
Today the CLI for MacOS is Intel (helidon-cli-darwin-amd64). We need to produce an apple silicon (arm64) binary.
Some points:
- MacOS Tahoe 26 is the final release to support Intel and it only supports a couple models of Intel Macs
- MacOS 27 will be the final release with full Rosetta support

We are probably at a point where the next CLI release could be arm64 only.
