4.x: CLI requires cli-data directory with jar files named helidon-{version}.jar

## Description

The current cli-data layout requires file names to be `helidon-{version}.jar`.
Ideally the cli-data directory/archive contains a manifest at the top level that provides information about the archetypes file names it provides.

It currently contains a `versions.xml`, we can extend this to be the "manifest" and specify the corresponding jar file name.
