dev loop: decide whether or not to complete and expose binariesOnly mode #280
Description
The dev loop implementation (mostly) has support for a mode where sources are not watched for changes (and so no build will occur) but binaries are so the server will be restarted.
This mode is not exposed.
If we decide to support this mode we need to complete and expose it, including adding support for ouputPath in the dev loop custom directory config.
If we decide not to support it, implementation can simplified.
